What is the New 3 R Strategy of NBR to Improve Revenue Collection

The NBR has adopted a 3R strategy of Recovery, Restoration and Reconstruction to tackle weaknesses in revenue collection and meet its Tk6.04 lakh crore target for FY2026 27. The plan combines tax recovery, a wider tax base and reforms to tax administration.

Context

NBR collected about Tk4.15 lakh crore in FY2025 26, around Tk88,000 crore below its Tk5.03 lakh crore target. The three parts target different weaknesses in revenue collection. Recovery focuses on lifting collections and reclaiming evaded taxes; Restoration expands the tax base and seeks a more business-friendly revenue environment, while Reconstruction changes how NBR collects revenue through greater transparency, technology, risk management, and voluntary compliance.

Why It Matters

The new Tk6.04 lakh crore target is almost 46% above FY2025 26 collection, so routine annual growth cannot bridge the gap on its own. NBR is therefore counting on both new sources and better collection from the existing system. It plans to dispose of 50% of pending VAT cases by December 2026 and at least 95% of unresolved cases during FY2026 27.

What We Think

The strength of the 3 R approach is that it tackles the collection problem from multiple angles rather than relying on a single broad tax increase. It combines recovery of revenue already being missed with a wider tax base and changes to how NBR manages compliance.

The feasibility challenge is the scale of the increase required. NBR has mapped out specific sources for additional revenue, but reaching Tk6.04 lakh crore will depend on whether those measures deliver a much higher collection than the system produced last year.
